Participatory Budgeting - Innovation in Planning and Budgeting by Government at National, State and Local Levels


Each member of parliament has to prepare a plan for his constituency for the next budget period and send it to the Government for inclusion in the budget for the coming year. He has to consider state level and national level projects and their relation to the development in his constituency. He has to show some light on the resources that will be available and resources that will be spent at national level and his constituency level.

MPs have to participate actively in the planning and budgeting process of the Government proactively.

This will help in decentralized planning and development, as the central government is forced to take into consideration the plans proposed by each MP in consultation with people in his constituency.

The above statement was made by Prof K.V.S.S. Narayana Rao in February 2016 during the following presentation.
